Learning outcomes

After successful completion of the course, students are able to carry out independent problem- and task-based work in a local authority planning environment. As well as building upon the methodological and tool-based skills acquired during the basic course modules, the project groups are encouraged to develop a conceptual, strategic and integrated approach to planning tasks.  First the students are familiarised with a local authority or urban neighbourhood (municipal district) planning scenario, in some cases incorporating a second adjacent neighbourhood/municipality, and including local and inter-authority problem areas, current challenges relating to the interests and interplay of policymakers, stakeholders, decision-makers and planners, and the wishes, concerns and motivations of local people. Working independently in teams, students then elaborate a development concept consisting of an overall vision and headline projects together with an implementation strategy. Finally, the teams produce a clearly structured and logically argued presentation of their planning concept incorporating visuals, text and figures and present it to the relevant audiences.

Subject of course

The aim of the Project II module is to familiarise students with the whole spectrum of municipal and inter-authority planning tasks and give them an understanding of the holistic approach to development planning. Students elaborate a local development concept for a concrete planning area, starting with an analysis of the problem and going on to define a set of objectives and finally come up with the measures and approaches required for their implementation. Close-to-life simulation of new planning situations is another key aim of the project module, and students are required to develop their skills through repeated presentation of the various planning steps.

Practical execution of an integrated spatial development planning process:
from definition of the problem and analysis of the status quo through drafting of different scenarios to elaboration of an integrated development concept (planning vision).

Teaching methods

  • Data collection and analysis - The teams survey and record the spatial, structural, economic, social, ecological and cultural status quo and draw up their findings for the respective specialist fields.
  • SWOT analysis/drafting of scenarios - The teams analyse the strengths, weaknesses, opportunities and threats and on this basis draft scenarios for presentation and discussion.
  • Overall vision and headline projects - In drafting their overall planning vision the teams are required to differentiate the important from the urgent, visualise priorities and come up with answers to open questions.
  • Planning workshops and revision meetings to provide supervision and support during the iterative planning process.
  • Ongoing input and points for discussion from the academic staff and external experts
  • Interim presentations with feedback.
  • Public presentation and discussion of the resulting projects in the respective locality.

Examination modalities

Assessment is through submission of the reports on the analysis of the existing situation and the development concept and relevant plans as well as presentations and discussions in the plenary and in the municipality.

Die positive Absolvierung der Studieneingangs- und Orientierungsphase (STEOP) sowie des Seminars "Räumliche Entwicklungsplanung" ist die Voraussetzung für die Absolvierung des Moduls.

   Hinweis:

Für Studierende, die das Studium ab dem 1.Oktober 2021 begonnen haben ist neben der STEOP auch die positive Absolvierung der LVA SE "Räumliche Entwicklungsplanung" eine verpflichtende Voraussetzung

Erwartete Vorkentnisse über kommunale und regionale Planunsinstrumente, -institutionen, Grundlagenwissen und Zugänge, um sich selbstständig einen Überblick zu sozialen, ökologischen und ökonomischen Situation von Gemeinden und Regionen zu verschaffen, sowie der geübte Umgang mit GIS bzw. Plangestaltung.
