Learning outcomes

After successful completion of the course, students are able to classify the following assessment tools in the framework of spatial planning: Environmental Impact Assessment (EIA), Strategic Environmental Assessment (SEA) and Spatial Impact Assessment (SIA). 

After competition of the course students can differentiate between the EIA, SEA and SIA; they are able to describe when the respective instruments are used, how the process works and what the legal effects are.

Subject of course

Classification of Environmental Impact Assessment (EIA), Strategic Environmental Assessment (SEA) and Spatial Impact Assessment (SIA); Actors; Obligation to conduct an EIA; Difference between EIA and other authorization procedures; EIA process; Status as a party; Preparation of the Environmental Impact Declaration and the Environmental Impact Analysis; EIA approval conditions; Decision in EIA procedures; Authorities and legal protection; Scope of the SEA and SIA; Procedure and legal effects of SEA and SIA.

Teaching methods

Presentation of the subject matter with case-analysis, practical implementation with mock-projects, discussion of case law; interactive integration of the students.
